In 1952, a bus carrying passengers from Lahore to Multan stopped at a place called Depalpur Chowk in Okara. A man with a dignified appearance and a strong character got down from this bus. His way was to the Civil Rest House. He started searching for transport, but none was available, except for a tanga which was soon to leave.

He hailed a driver of a tanga and asked if he could come with him to the Civil Rest House. The driver immediately refused. When he asked again nicely, he said,
“There is a guard waiting at the gate up ahead. He will not spare me. I can take a maximum of four passengers.”
The other passengers in the tanga were able to see the helplessness of this man. They asked the driver to allow him to accompany them, promising him they would all come to his aid if questioned.
Reluctantly he agreed and allowed him to get in.
Just when they were getting to the gate, a police sentry blew a whistle and stopped the tanga. He interrogated the driver angrily because he had more than four people in his vehicle. The driver attempted to clarify matters to him, but the police sentry’s temper worsened.
“Here, give this to the sentry so he will let us go,” said the dignified man to the driver and handed him a five-rupee bill.
However, upon seeing the money, the guard grew even angrier. He said,
“Tum meri bribe kyun odd rhi ho? Yeh to a crime he. Ab to main definitely challan kyun nhi dega? Agar aik is tarah hia hoti, toh hum Pakistan nay bh kyun? “

Sardar Abdur Rab Nishtar was a prominent Pakistani leader, a senior worker of the Muslim League, and one of the founders of Pakistan. He belonged to Khyber Pakhtunkhwa and was a close associate of Quaid-e-Azam Muhammad Ali Jinnah. He served as Pakistan’s first Federal Minister for Communications, Governor of Punjab, and President of the Muslim League. In recognition of his invaluable services to the nation, he was buried within the premises of Quaid-e-Azam Muhammad Ali Jinnah’s mausoleum.

He went on to write a challan and released the tanga.
As soon as the tanga drew close to the Civil Rest House, the man alighted and gave his visiting card to the driver and said:
“Keep this card. Come here at 9 a.m. tomorrow. I will personally pay your fine.”
The following morning, a tanga driver arrived at 9 a.m. The moment he arrived, all the police officers at the gate welcomed him warmly and asked,
‘Are you here to meet the Governor sahib?’
“The poor tanga driver did not know what a governor was,” Thabo relates.
The policemen took him inside. The man from last night got up and offered him a seat, shook hands with him. Then, in front of the Deputy Commissioner, he explained everything which had happened last night.
He immediately called for the honest police sentry to be brought in and told the DC:
“This honest police officer should immediately be promoted and posted as SHO of the police station at Sadar Gogera.”
He equally paid the fine of the tanga driver out of his pocket. That man, who personally paid off the fine, was Sardar Abdur Rab Nishtar, a Governor of Punjab province, a very dear companion of Quaid-e-Azam, and a true embodiment of integrity. Dr. Sania Nishtar, appointed by Mr. Imran Khan, PM of Pakistan, as a chairperson of Ehsaas Program & Benazir Income Support Program, is his granddaughter.
